PROBLEM TO BE SOLVED: To provide a video signal processing apparatus capable of obtaining excellent image quality without causing a defect to a video image even when the video signal processing apparatus continuously receives one-side fields such as a non-standard signal. SOLUTION: The video signal processing apparatus is provided with two field delay units 102, 103 connected in series from which a video signal comprising three adjacent fields is obtained. An interpolation circuit 106 generates an interpolation signal from in-field pixels of a middle field signal, the video signal processing apparatus is provided with two delay units for delaying the phase of the field signals by a half period with respect to the horizontal frequency, and two changeover means 107, 108 for controlling outputs to a median selection circuit, and a control signal of a signal discrimination means 116 controls the median selection circuit 109 so as to make the phases of the video images of the three fields equal to each other at all times. A double-speed conversion section 111 and a double-speed conversion section 110 respectively read an output of the median selection circuit 109 and pixel values of the center field at a double-speed, a selection circuit 112 alternately reads the read outputs to produce a video signal of the progressive scanning.
