PROBLEM TO BE SOLVED: To provide a fine particle of a thermosetting resin having an appropriate particle diameter by condensing a triazine type monomer with formaldehyde. SOLUTION: The method comprises causing a water-soluble condensate of a triazine type monomer and formaldehyde to condensate further in an aqueous liquid containing a colloidal silica in the presence of an acid catalyst. The concentration of the colloidal silica is 0.5-20 wt.%, based on SiO<SB>2</SB>, with respect to the total amount of the water-soluble condensate. The water-soluble condensate is prepared by dissolving the monomer, at 50-100°C, in an aqueous solution of formalin containing formaldehyde in a molar amount 2.5-3.5 times that of the monomer and having a pH adjusted to 9 or higher and allowing to react.
