PROBLEM TO BE SOLVED: To provide a form recognizing device, a storage medium and a program capable of displaying an image and the character recognition contents of the image for comparison, and improving the efficiency in correcting the wrong recognition in the character recognition. SOLUTION: An OCR server 130 is connected to an image controller 120 connected through a scanner 110 with a sheet feeder and an SCSI, a DB server 140, data correcting terminals 150, 151, a layout table editing terminal 160 connected to a scanner for registration 165, and an order receiving DB server 170, through a communication line 100. The OCR server 130 creates the contrast display data of the uniform layout regardless of the kind of forms, after performing the processing for recognizing the kind of the form read by the scanner 110 with the sheet feeder, the processing for cutting the image on the basis of the form item information of the searched layout, and the OCR processing of every cut part.
