PROBLEM TO BE SOLVED: To safely send specific information to a decoder without disordering blindness of data consigned to be decoded. SOLUTION: A cipher sentence C' applied with a blind effect and a second decrypt key d2 are received from a user via an input part 11 and sent to a decoding part 15. The decoding part 15 extracts a modulus number (n) from a modulus number storage part 13, extracts first decoded information d1 from a first decoded information storage part 14, calculates R=C'<SP>d1d2</SP>modn and outputs R via an output part 12.
