PROBLEM TO BE SOLVED: To easily describe processing contents in processing execution at a condition decision part. SOLUTION: This system for making condition decision 5 based on input data 1 from an object A to be controlled, and for outputting a control instruction 6 to the object A to be controlled is provided with a control function processing part 3, state processing parts 41 to 4m, and condition decision parts (51<SB>1</SB>to 51<SB>n</SB>) to (5m<SB>1</SB>to 5m<SB>n</SB>) connected to those state processing parts for making condition decision. The control function processing part 3 performs processing subjected to the state processing part 41 instructed by a current state index 3a in accordance with an event from a timer 2, and the state processing part 41 performs processing subjected to the condition decision parts (51<SB>1</SB>to 51<SB>n</SB>) owned by itself in response to the calling of the processing to be subjected, and the condition decision parts (51<SB>1</SB>to 51<SB>n</SB>) acquire necessary data from the data input part 1, and makes condition decision with respect to the necessary data. In this case, the condition decision parts (51<SB>1</SB>to 51<SB>n</SB>) to (5m<SB>1</SB>to 5m<SB>n</SB>) are sorted by the state processing parts 41 to 4m, so that the processing contents can be easily described in the condition decision part.
