PROBLEM TO BE SOLVED: To automatically raise the transmission rate when line conditions become good. SOLUTION: The ADSL modem for data communications at a transmission rate fit to line conditions of a circuit 40 comprises: a rate adaptive unit 22A having a procedure for connecting the circuit at a line speed fit to the line conditions, a connection unit 22B for connecting the circuit, and disconnecting the once connected circuit according to the procedure of the rate adaptive unit, a line monitor 23 for monitoring whether the increased noise level of the circuit decreases, and a circuit disconnecting request sender 24A for transmitting a circuit disconnecting request to the connection unit to execute a re- connection, after confirming that no data communication is present, upon receipt of information of the noise level decreased from the circuit monitor, thereby restoring the line speed slowed down due to the rise of the circuit noise level.
