PROBLEM TO BE SOLVED: To solve problems caused by temperature rise in a paper non-passing part by preventing or relaxing the temperature rise of the paper non-passing part of an image heating device of an electromagnetic induction heating method. SOLUTION: With respect to the heating device of the electromagnetic induction heating method which heats by making a magnetic field act on a rotating component which has conductivity by a magnetic flux generating means that has an exciting coil and a magnetic substance core, an excess temperature rise of an end part is prevented by making generation of heat of the end part decrease by moving the magnetic substance core, arranged at the end part at the time of passing a small size paper, to a central part.
