A decanter unit comprised of floating decanter assembly with an upper floating chamber from which hangs the sub-surface decanting chamber. A vertical hydraulic jack (14) in the float (10) raises and lowers the decanting chamber (12). Clear water is drained from beneath the surface of a water treatment basin through a floating decanter assembly with an upper floating chamber from which hangs the sub-surface decanting chamber. In the lowered position the decanting outlet is open. The decanter unit is used in a sequenced batch reactor waste water treatment process and remains closed during periods when sediment is forming.
