The arrangement has the functions of a starter-generator, electric motor and flywheel with fixed point information integrated into a control disc and the functions of a turbine wheel/compressor wheel for using or transporting liquids or gases in single or multiple arrangements. The rotation machine and the rotation-controlled regulators are compactly arranged in a combination on one or more immediately adjacent discs. Independent claims are also included for the following: (a) a waste heat energy recovery system for internal combustion engines (b) and partial load state regulators for internal combustion engines.
