PURPOSE: A bit rate transcoding device is provided to reduce the memory and the operation amount while carrying out the same operation with the existing bit rate transcoding device. CONSTITUTION: A bit rate transcoding device includes a target bit rate determining part(110) for determining a target bit rate allocatable to a current frame output from a variable length decoding part. A bit rate-distortion estimating part(120) estimates a distortion amount between the determined target bit rate determined and a bit rate generated by a quantization parameter employed per macro block unit from a difference signal output from a first adder. A target distortion determining part(130) determines an entire target distortion of nth frame currently transcoded from a signal output from the bit rate-distortion estimating part and the output signal from the target bit rate determining part. A quantization parameter determining part(140) determines a quantization parameter for generating distortion near the target distortion output from the target distortion determining part in a bit-rate/distortion curve for the bit rate and the distortion value output from the bit rate-distortion estimating part.
