PROBLEM TO BE SOLVED: To provide a new nontoxic compound having elastase inhibiting activity. SOLUTION: The new compound is 2-[5-amino-4-hydroxy-6-oxo-2-phenyl-1,6- dihydropyrimidin-1-yl]-N-[1-[5-(t-butyl)-1,3,4-oxadiazol-2-yl]-3-methylbutan-1-on-2- yl]acetamide expressed by formula (I) or its nontoxic salt. The compound of formula (I) or its nontoxic salt is a compound having an elastase-inhibiting action and is useful for the treatment and/or prevention of diseases caused by the elastase-induced abnormal sthenia of elastin decomposition, decomposition of collagen fiber and/or proteoglycan decomposition in mammals, especially human.
