PROBLEM TO BE SOLVED: To provide a roll maintenance apparatus to efficiently and continuously carry out roll maintenance such as extraction of shaft parts and fitting, and also to provide a roll maintenance method. SOLUTION: This roll maintenance apparatus comprises a mounting base 3 to mount a roll 1 to be maintained above a conveyance path 2 and arranged on both the side thereof, a roll-transporting truck 4 running on the conveyance path 2, a turning base 5 of one or more to be turned while the roll-transporting truck 4 is being loaded, and a pulling device 6 for fitting parts and/or an incorporating device 7. A position adjusting means in the roll shaft direction to support the shaft of the roll 1 is mounted in the mounting base 3, and a position adjusting means in the shaft direction to support the shaft of the roll 1 mounted in the direction orthogonal to the conveyance path 2 and a means to adjust the height of the roll are mounted in the roll-transporting truck 4. The center of the pulling device 6 and/or the incorporating device 7 coincides with an axis of the roll 1 on the turning base 5, and the pulling device 6 and/or the incorporating device 7 are arranged in operation positions by the position adjusting means in the shaft direction and the means to adjust the height of the roll in the roll-transporting truck 4.
