<p><P>PROBLEM TO BE SOLVED: To provide a hydrated hardened body of a concrete or the like, having an initial strength approximate to that in the case of the use of a normal portland cement as a binding material and excellent in corrosion resistance, and also to conveniently and inexpensively provide a cement composition suitable as the binding material to be used when producing the above hydrated hardened body. <P>SOLUTION: The cement composition is characterized by adding a steel slag as an alkali stimulant to a mixed cement. It is effective that a part or the whole of the steel slag is a hot metal desulfurization slag.
