PROBLEM TO BE SOLVED: To easily roll various kinds of papers such as a certificate of merit, a drawing paper and a sketch paper, and to easily put them in a storage cylinder and easily take them out of it. SOLUTION: A paper inserting part 9 is provided by providing a presser plate 2 for pressing the end (b) of the paper on the outer peripheral surface of a cylinder 1, around which a paper B such as the certificate of merit is rolled, so as to make an acute angleθto the outer peripheral surface under the condition capable to press the presser plate towards its closing direction about its basis end so as to insert the end (b) of the paper B in the paper inserting part 9 between the presser plate and the cylinder, and then press the presser plate in order to pinch the paper between the presser plate and the cylinder so as to roll the paper around the cylinder for taking and putting the cylinder out of and in the storage cylinder.
