PROBLEM TO BE SOLVED: To restrain the dissolution of a cathode by reducing the lowering of the surface voltage of the cathode. SOLUTION: Minute gas bubbles stuck to the electrode surface is removed by providing a soil decontaminating apparatus with at least one pair of electrodes 1, 2 which are buried in the soil 9 to be treated and DC voltage is applied between the electrodes, water-permeable partition walls 3 each of which surrounds the part to be buried in the ground of at least one of the electrodes 1, 2 and is arranged at the position distanced from the electrode surface and agitating means 13, 14 for agitating the liquids 4, 5 in the spaces formed by the electrodes 1, 2 and the walls 3, respectively.
