PROBLEM TO BE SOLVED: To provide a high-quality concrete capable of changing aggregate, which was judged as nonusable and harmful in the past, to usable aggregate and avoiding problems generated by taking sea sand and river sand, and sufficiently suitable for construction concrete demanding a short construction schedule without increasing the cost. SOLUTION: The high-quality concrete contains aggregate determined not harmless with regard to the alkali aggregate reaction according to the test method of alkali silica reactivity (appendix 7 and 8 of JIS A5308), a reaction inhibitor of alkali aggregate for inhibiting the alkali aggregate reaction, and a cement curing agent.
