PROBLEM TO BE SOLVED: To lock the rotation of a drum put in a pin-on reel. SOLUTION: The locking device 100 is provided with a 1st disk 103, a 2nd disk 104, a locking piece 113 and a spring 114 to force the locking piece 113 in a 1st direction C and a 2nd direction D. The 1st disk 103 has a 1st groove 111 to move the locking piece 113 from the outer circumference 104a of the 2nd disk 104 to the outer circumference 103b of the 1st disk 103 when the drum 102 is rotated in a direction A, a 2nd groove 112 engaging with the locking piece 113 to lock the rotation of the drum 2 in a direction B and a slope 121 to move the locking piece 113 from the 2nd groove 112 to the outer circumference 104a of the 2nd disk 104 when the drum is rotated in the direction B.
