<p><P>PROBLEM TO BE SOLVED: To realize high accuracy control of encoding quantity depending on the features of an image and to perform such a control at a high speed. <P>SOLUTION: A plurality of subareas each including a plurality of blocks are specified, quantization is performed for the blocks included in each specified subarea, the number of effective coefficients included in a quantization coefficients obtained by quantization is counted for each subarea, and the encoding quantity of the quantization coefficients is controlled based on the distribution of the number of effective coefficients counted for each subarea (i.e., the emergence frequency of the effective coefficients in each subarea). <P>COPYRIGHT: (C)2004,JPO</p> |
