PROBLEM TO BE SOLVED: To provide a navigation system in which a moving route is easily set. SOLUTION: It is determined whether or not information can be transmitted or received to and from a server device 3 by a communication state confirming means 35 of a terminal device 2 carried on a vehicle. When it is determined that the information can't be transmitted and received, the current position information, destination information and set condition information obtained by the terminal device 2 are stored in a built-in memory and is on standby. The communication state is recognized at intervals of designated time, and when transmission and receiving are determined to be possible, the terminal communicating means 11 is controlled by a system control part 20 to transmit the respective information stored in the built-in memory to the server device 3. In the server device 3, the moving route is set according to the respective information, and transmitted to the terminal device 2. The terminal device 2 which restores the communication state and receives the moving route performs guidance for the vehicle according to the moving route.
