PROBLEM TO BE SOLVED: To provide a system for controlling file of recording medium that can perform access to cards from small-capacity cards to large-capacity cards correspondingly to the cards even when the cars are initialized by means of a PC, etc., and can format cards by means of a larger number of digital cameras when the cards are formatted by means of the cameras themselves. SOLUTION: A control processor 6 also performing software processing has the functions of a presence/absence-of-card detecting section 6a, card control unit 6b, card judging section 6c, stored-state inspecting section 6d, and card initializing section 6e. The presence/absence-of-card detecting section 6a detects the loaded/unloaded state of a card and the card control unit 6b acquires the information contained in the card when the card is inserted, and so on, after confirming that the card is accessible. The card judging section 6c diagnoses the appropriateness of the acquired information contained in the card, and judges the initialized state of the card and the stored-state inspecting section 6d inspects the stored state of a file. When an objective card has a card capacity smaller than a prescribed card capacity at the time of initializing the card, the initialization is performed by means of an FAT 12 or 16.
