PROBLEM TO BE SOLVED: To miniaturize an electric motor as a driving member for controlling idling opening of a throttle valve, to save electric power, and to attain compatibility of an idling opening control device with a two wheeler. SOLUTION: A throttle lever 5 is fixed to a throttle valve shaft 3, and is arranged to abut on a moving body 23 operated by the electric motor M, and has a rotor 6 for constituting an opening sensor unit T. A throttle drum 9 operated by an accelerator wire 12 is loosely fitted to and arranged on the throttle valve shaft 3, and closing directional rotation is regulated by a drum stopper 11. The throttle valve 4 is controlled by transmitting rotation of the throttle drum 9 to the throttle lever 5 in opening not less than an idling opening area for controlling the throttle valve 4 by controlling rotation of the throttle lever 5 by the moving body 23 in the idling opening area of the throttle valve 4.
