PROBLEM TO BE SOLVED: To provide a magnetic recording medium having high coercive force and capable of obtaining high reproducing output and a high C/N in a short wavelength recording region. SOLUTION: A single magnetic layer 2 containing ferromagnetic metal and oxygen is formed on a polymeric substrate 1. When the magnetic layer 2 is equally divided into three regions of first, second and third regions 21 to 23 from the substrate 1 side to the surface side, the maximum value of the oxygen concentration in the first region 21, the minimum value of the oxygen concentration in the second region 22 and the maximum value of the oxygen concentration in the third region 23 are defined as Max1, Min2 and Max3, respectively.
