PROBLEM TO BE SOLVED: To easily flexibly construct a safe radio network by simple system configuration. SOLUTION: An access point 1 stores account data for an authentication server 24 in a removable nonvolatile memory device 26, properly reads the account data in the removable nonvolatile memory device 26 in the authentication server 24 and uses it. Owners of client personal computers 3 to 6, PDAs (personal digital assistants) 7 to 9 create an account on the removable nonvolatile memory device 26 by taking out the removable nonvolatile memory device 26 inserted into an IC card slot 2 of the access point 1, inserting it in IC card slots equipped in the client personal computers, the PDA and starting an account data base update program.
