PROBLEM TO BE SOLVED: To provide secret information management system, method and program realizing a reduction in computational complexity required for processing. SOLUTION: A user device 20 is provided with an encryption means 23 for encrypting secret information m by using a public key h of the user device 20 on the basis of an NTRU encryption system, a secret information transmitting means 24 for transmitting encrypted secret information e to server devices 30, 40, a request means 25 for requesting decryption information (a) for decrypting the encrypted secret information e, and a decryption means for decrypting the encrypted secret information e by using the decryption information (a). The server devices 30, 40 are provided with decryption information transmitting means 35, 36 for transmitting the decryption information (a) calculated by using a scattered secret key f<SB>i</SB>and the encrypted secret information e in response to a request from the user device 20 to the user device 20.
