PROBLEM TO BE SOLVED: To provide a water wheel which is installed for taking out the wheel torque so as to suit any form of river flow such as a steep stream, mild flowing river, a large or small river, a deep or shallow river, a meandering river, etc., constructed large or small according to the size of river, submerged underwater to prevent the landscaping from being impaired, and co-exists together with fish and any other animals. SOLUTION: When the water wheel is put in the water, its water receiving plate receives the water stream and moves to the opposite side. When turned to the opposite side, the water receiving plate opens being pushed by the water stream to allow the water passes through without encountering a resistance, so that the water wheel rotates vigorously.
