PROBLEM TO BE SOLVED: To provide an image signal transmission apparatus and method, and an image signal receiving apparatus and method capable of concealing transmitted image data by transmitting the image data while the scanning direction or scanning sequence of the image data is selected on the basis of encryption key information.

SOLUTION: An encoder 101 converts data of an encryption code 102 into a scan signal 103 indicating the scanning sequence. Pixel data 105 of a transmitted image 104 are outputted in the order denoted by the scan signal 103. Transmission data 106 being the pixel data are transmitted or recorded on a recording medium. A decoder 201 converts an encryption code 201 received separately from the pixel data into a scan signal 204 indicating the scanning sequence. A buffer memory stores received pixel data 203 at a pixel position denoted by the scan signal 204. Thus, a transmitted image 205 is decoded. The decoder cannot decode the transmitted image without knowing the encryption code. Thus, the transmitted image can be concealed.
