PROBLEM TO BE SOLVED: To solve a task of a conventional up-convert system applied to a video signal for various video signal processing apparatuses that has required enhanced resolution. SOLUTION: After up-conversion by linear interpolation, harmonics are produced by nonlinear processing, only the high frequency components is extracted, the gain is adjusted by a limiter and a frame difference, and an output of a gain adjustment 16 is added to the video signal.
