PROBLEM TO BE SOLVED: To reduce cost and size of a video and voice processing device and to eliminate a sampling rate error of recorded and reproduced audio data by combining functions of video and audio signal processing clocks. SOLUTION: In a device with a function to record or reproduce video signals and audio signals digitally, a reference clock of audio signals and a reference clock of video signals are utilized in common. In recording, the number of sampled data are varied so that a sampling rate thereof may be in accordance with the general specification. In reproduction of the data whose sampled number has been varied in recording, the sampled number is returned to the original number at the time of recording. In transferring the recorded audio signals to a device other than the one used for recording, the sampling number is varied so that the sampling rate becomes automatically accordant with the general specification.
