PROBLEM TO BE SOLVED: To further improve efficiency in delivering an article by communicating with a plurality of vehicles by an operation management center by reasonably combining two delivery (cargo collection) route systems of a route bus system and a taxi system, and easily and securely handling a communication means in communicating artificially. SOLUTION: A transport operation management system is provided with the operation management center 12 provided for management operation of the vehicles, a position detecting means 21 installed on the vehicle 15 for acquiring positional information data of the vehicle 15, an on-vehicle information processor 22 installed on the vehicle 15 for acquiring dynamic information data and the positional information data of the vehicle 15, and a transmitting means 17 for transmitting data acquired by the on-vehicle information processor 22 through a mobile phone 13 to the operation management center 12.
