PROBLEM TO BE SOLVED: To quickly transmit the latest position data and image data to an emergency report center via an emergency report device. SOLUTION: A GPS receiver 7 detects the position periodically. A camera 14 images states inside and outside a vehicle, and an image codec 9 converts them into image data, which are stored in a memory 6. When a report button 1 is depressed or when an air bag is deployed, a radio 5 starts communication with an emergency report center 30. After the latest position data are transmitted in packets, packets of the image data and packets of the position data are transmitted alternately in order to newness. The emergency report center 30 can reproduce the images back in time from the latest one to quickly grasp the state of the accident.
