PROBLEM TO BE SOLVED: To provide a decentralized transaction management system, a method, and a program being realized while performing an asynchronous processing required in an electronic commerce field. SOLUTION: Respective participation processes, which are in sides to be managed and non-command processes, out of multi-phase commitment protocols are classified and defined into process parts 2 and 4 receiving the multi-phase commitment protocols, and back end process parts 3 and 5 handled as the sides to be managed by the process parts 2 and 4. This system applies the asynchronous processing to the communication between the process parts 2 and 4 and the back end process parts 3 and 5 and introduces processes of a 'tentative commitment waiting for the prescription', and a 'requirement for the waiting' so as to solve the whole problem.
