PROBLEM TO BE SOLVED: To easily produce and manage backbone software. SOLUTION: The whole constitution of a control system is separated by hierarchy so that the instructions to each device is transmitted to devices according to a hierarchical flow, and each hierarchy includes a set hierarchy 10 which judges a switching timing to a state to be controlled, a subset hierarchy 12 which defines and manages operations while moving to a steady state and manages devices operating in the state of switching, a unit hierarchy 14 which defines devices to be operated in the subset hierarchy, and a part hierarchy 16 which operates each device.
