<p><P>PROBLEM TO BE SOLVED: To provide a refining method in a converter using plastics for a heat source instead of an Fe-Si alloy and carbonaceous materials such as cokes, because the use of such alloy or carbonaceous materials for the heat source in the refining in the converter causes the reduction of an iron yield and contamination by [S] and [N], and limits a producible steel grade and the amount used. <P>SOLUTION: In the method for refining steel in the converter 1 of a top and bottom combined blown type, this refining method is characterized by mixing one or more materials of an iron ore, mill scale, ironmaking dust, a magnetically separated powder and cut scrap of steel, with the plastics so that the weight ratio of the plastics is 11 wt.% or more, and charging the mixture into the furnace from a converter throat 2.
