PROBLEM TO BE SOLVED: To put a guard notification device in fulltime connection mode in a short time without troubles even when all ISDN lines are used as a group of hunting lines, in a center device receiving a notification from the guard notification device based on packet communication using ISDN lines. SOLUTION: The guard notification device notifies based on the packet communication in a condition of fulltime connection to the center device. An information processor 50 passes, when a terminal identification information table for the guard notification device is created based on a GUI (Graphical User Interface), 30, 40, the table to all reception processors 30, 40. Each of the reception processors 30, 40 once registers temporarily the table passed over from the information processor 50. Thereafter, the reception processors 30, 40 enter specified items in the table as formal registration when the reception processors 30, 40 receive a calling request packet requesting fulltime connection from the guard notification device.
