SOLUTION: The student commuter ticket issuing device comprises an inputting means 104 for inputting a student commuter ticket issuing instruction including a boarding section and a valid period, and a student commuter ticket issuing means 105 for issuing a student commuter ticket on which boarding information is recorded about the boarding section, the valid period and a tentative valid period shorter than the valid period, according to the student commuter ticket issuing instruction input from the input means.
