PROBLEM TO BE SOLVED: To provide a paving material, by which a walking condition and a travelling condition are improved, an impulse is absorbed and a leg is hardly injured even in the case of a walking and a running and fatigue is also reduced and for which excavated surplus soil is utilized effectively, and its implementing method. SOLUTION: A sand material of 30 to 70% and a wood chip material of 70 to 30% at a volume ratio are mixed, and a urethane resin or an epoxy resin of 5 to 20% is blended with the admixture as a binder. A material using a grading selected by a sieving machine having a sieving opening of 5 to 1.2 mm as a main material is utilized as the sand material or the wood chip material, and it is preferable that excavated surplus soil generated by construction works is used as the sand material.
