PROBLEM TO BE SOLVED: To provide an excellent security outsider monitoring system that can reliably monitor an unauthorized entry of an outsider day and night and raise an alarm immediately even in facilities without a lockable door. SOLUTION: A first gate 5 is installed for an entry to and an exit from a security zone where access by an outsider is limited. The first gate 5 has two sensors, or a first sensor 7 and a second sensor 8, for identifying a moving direction of a passer 10, along passing directions. A third sensor 9 is arranged to detect a dedicated tag 11 and identify the passer 10. A monitoring device observes an unauthorized entry of an outsider to raise an alarm from detection information from the first sensor 7, the second sensor 8 and the third sensor 9.
