An object monitoring and management system (10) permits companies/organizations (22) to grant access to third parties (24) to partitioned subsets of a central database (12) to enable completely paperles s asset or process management. Da ta is partitioned on an Issuing Unit (102,104) basis. Each Issuing Unit is enabled to autonomously generate primary keys (280). The relationship of Issuing Unit Group to managed/monitored objects (14) is a many-to-many relationship to enable ultimate flexibility in data partitioning.
