The invention relates to a composition l in the form of an oil-in-water emulsion, based on siloxane, not releasing hydrogen, comprising: (a) optionally, an inert linear polyorganosiloxane oil with lubricant properties, (a') a reactive linear polyorganosiloxane comprising at least two OH groups per molecule, (b) a polyorganosiloxane resin, (c) a cross-linking agent soluble in the silicone phase with at least two functional groups capable of reacting with the polyorganosiloxane resin (b), (d) a condensation catalyst capable of catalyzing the reaction of component (b) with component (c), (e) a surfactant and (f) water. The components (a) and (a') are mixed before emulsification in a ratio (a)/(a') between 0 and 10 inclusive.
