Treating water to be treated in an electrochemical manner, wherein at the treating of nitrogen compounds contained in water to be treated, a pair of electrodes at least partially are immersed in the water to be treated, one of the electrodes constituting an anode comprised of a material of insoluble conductor while the other electrode constituting a cathode comprised of a material of conductor of element of Group VIII of the periodic table, or conductor containing an element of the Group VIII, or conductor coated with a conductor of element of the Group VIII or with a conductor containing an element of the Group VIII.
