PURPOSE: An apparatus and method for converting writing rate of an optical recording medium are provided to minimize deterioration of recording quality of the optical recording medium. CONSTITUTION: An apparatus for converting writing rate of an optical recording medium includes a signal processor(105) and a writing rate controller(104). The signal processor outputs a cyclic redundancy check signal that confirms if an error is generated in the optical recording medium from absolute time in pregroove information output from the optical recording medium. The writing rate controller changes writing rate of the optical recording medium according to a result of comparison of the cyclic redundancy check signal output from the signal processor with a reference value.
