PURPOSE: An incinerator for flammable solid waste and heat recycling device is provided to perform the complete combustion by completely mixing the combustion air with incomplete combustion gas, dust and flame. CONSTITUTION: Flammable solid wastes in a fuel shell are provided by a hydraulic cylinder(1) and a pushing plate(3) according to the fuel in a fuel limiting device(11) at a first combustion chamber(9). A first combustion air passing through the fuel limiting device is preheated, then reacts with the solid wastes to convert into incomplete combustion gas, dust and flame, and then advances to a second combustion chamber(19). The preheated air by an air supply device for the second combustion is discharged through a plurality of outlets to perform the complete combustion.
