PROBLEM TO BE SOLVED: To obtain a coating material composition which can form a coating film having high-level scratch resistance, and to provide a method for forming the coating film. SOLUTION: The coating material composition comprises a thermally curable binder and a photocurable binder, where the thermally curable binder comprises a half ester acid group-containing acrylic copolymer (1), an epoxy group- containing acrylic copolymer (2), at least one carboxy group-containing polymer (3) selected from the group consisting of a carboxy group-containing polyester polymer (3a) and a carboxy group-containing acrylic polymer (3b), and an onium salt catalyst (4), while the photocurable binder comprises an ultraviolet-curable compound (5) containing at least twoα,β-unsaturated carbonyl groups and a photopolymerization catalyst (6).
