An electronically conducting microcapillary composite matrix, produced by applying a painting or coating material on mortar or concrete, is disclosed. The painting or coating material comprises at least one of the following compounds: alumino-silicate of the summation formula aM2O*bAl203*cSiO2, with a ratio of c/b ranging from 1 to 40, preferably ranging from 5 to 20, and a ratio of a/b ranging from 1 to 25, preferably ranging from 5 to 15, with M=Li, Na, K; alumino-hydroxo-complex of the summation formula MxAl(OH)y, with x ranging from 1 to 3 and y ranging from 4 to 6, with M=Na, K; aluminum phosphates, preferably condensed aluminum phosphates in combination with water-soluble alkali silicates.
