PROBLEM TO BE SOLVED: To provide rough which has extremely satisfactory water dispersibility. SOLUTION: The highly dispersible rough has a mean particle diameter of 0.1 to 0.5μm and is dispersedly suspended in water for≥24 hr without the addition of a dispersing agent. The highly dispersible rough is obtained by subjecting rough with a mean particle diameter of≥2μm recovered from a steel pickling waste solution to intensive work pulverization such as high speed wet type pulverization and intensive vibration dry type pulverization so as to have a mean particle diameter of≤0.5μm. The highly dispersible rough consists of Fe<SB>2</SB>O<SB>3</SB>particles having Fe(OH)<SB>3</SB>on the surfaces. The highly dispersible underwater preserved rough is obtained by subjecting rough with a mean particle diameter of≥2μm recovered from a steel pickling waste solution to intensive work pulverization so as to have a mean particle diameter of≤0.5μm, thereafter dispersing the rough into water without the addition of a dispersing agent, allowing the same to stand, e.g. for 24 hr, and removing precipitates.
