PROBLEM TO BE SOLVED: To provide a fresh water generating method and a fresh water generator which enhance the rate of recovery and enable a long term stable operation. SOLUTION: The pH of raw water containing an organic component, silica and a hardness ingredient is adjusted so as to become alkaline, thereby, the silica and the hardness ingredient are precipitated, thereafter, the raw water is subjected to solid-liquid separation and the separated water thus obtained is treated by membrane separation using nanofiltration membrane or reverse osmosis membrane.
