PROBLEM TO BE SOLVED: To provide a method for extracting PCB efficiently from the soil contaminated with PCB or PCB-containing oils and decomposing the extracted PCB. SOLUTION: In this method for treating the soil contaminated with PCB, PCB or PCB-containing oil are extracted from the contaminated soil by using lower alcohol. Then a high-boiling point hydrocarbon solvent is added to the PCB-containing lower alcohol, and the used lower alcohol is recovered by distillation so that PCB is transferred to the high-boiling point hydrocarbon solvent. Subsequently, the PCB-containing high-boiling point hydrocarbon solvent is taken out and PCB in the high-boiling point hydrocarbon solvent is detoxified by chemical extraction/decomposition.
