PROBLEM TO BE SOLVED: To provide a sanitary toilet seat incorporating holding parts for securely holding paper for the toilet seat in which both special-purpose paper sheet for toilet seat and toilet roll paper can be used, by providing the function of holding paper in hollow parts (4) in a toilet seat (2) to a Western style toilet stool, enabling to hold paper (9) for toilet seat so that paper does not slide down, without spoiling comfortable use of the toilet seat. SOLUTION: Hollow parts (4) are arranged in the toilet seat (2) of the Western-style toilet stool. An elastic material (5) is incorporated in each side of the seat, and in the center part of the material (3), a shaft (6) having a semi-round tip (7) is inserted through and fixed to the seat. By pressing the toilet sheet paper (9) laid on the toilet seat (2) down against the hollow parts of the seat in a manner that the top of the semi-round tip (7) of the shaft (6) is pinched with the fingers (11), the semi-round tip (7) of the shaft (6) penetrates the paper (9) for covering toilet seat. When the pressure by the fingers (11) is eased up, a part of paper sheet for covering toilet seat is caught between a top cover (13) and an edge of the semi-round tip (7) of the shaft (6) by restoring force of the elastic material (5), and the paper (9) for covering toilet seat can be held securely on the seat.
