PROBLEM TO BE SOLVED: To obtain a curing agent composition for a powder coating material which, when mixed with a main resin of the powder coating material in a solution state, lowers the viscosity of the mixture and gives a thermally curable powder coating material forming a coating film exhibiting excellent external appearances, and a manufacturing method therefor. SOLUTION: The curing agent composition for the powder coating material comprises (A) a polycarboxylic acid compound which is solid at room temperature and (B) an additive resin comprising an acrylic resin containing a 4-20C alkyl group and/or alkylene unit in its side chain, bearing at least two carboxy groups in one molecule and having a number-average molecular weight of 1,000-10,000.
