PROBLEM TO BE SOLVED: To realize the underground physical distribution system only by creating the simple and plain underground equipment by completely dividing a region into a commercial avenue as a heavy traffic zone and a physical distribution base including a parking area, and clarifying the division of functions. SOLUTION: An underground physical distribution base depot C comprising the basement parking area and a collection and delivery center, is configurated on the basement of a road B around the commercial avenue A, terminal depots E for collecting and delivering goods among the neighborhood shops and moving the goods between a part above the ground and the basement, are configurated on a plurality of spots in the site of the commercial avenue A, and an underground transporting passage network is configurated on the basement of the site of the commercial avenue A for transporting the goods between the underground physical distribution base depot C and a basement part of each terminal depot E. The collection and delivery center is provided with a goods disposing place and an automated storage and retrieval warehouse, and a parking space for transportation companies and a parking space for customers are prepared in the basement parking area.
